Secretary Council of Ministers sent on mandatory vacation

WILLEMSTAD - The Secretary of the Council of Ministers Raoul Henriquez has been sent on mandatory vacation awaiting a final decision on his position as Secretary. It was the Deputy Secretary of the Council of Ministers who attended last week’s Council of Ministers meeting.

Henriquez was sent on vacation because he had a Ministerial decree drafted for the Prime Minister to sign giving all members of the Dismantling Committee Netherlands Antilles a 25 per cent additional pay retroactive through mid 2006 when the committee was installed. Prime Minister Emily de Jongh-Elhage was upset because the Council of Ministers had already decided that the pay would take place, but a final decision on the date had to be taken.

Henriquez apparently did not want to wait on this decision and had a Ministerial decree drafted and placed on the Prime Minister’s desk to sign. This action prompted the Prime Minister to ask Henriquez to take vacation until the issue is sorted out.

Minister in charge of Personnel Affairs, Roland Duncan told The Daily Herald the Prime Minister was extremely upset about what had happened and that the issue will be discussed again in the Council of Ministers meeting this week.

Duncan said that situation does not affect the functioning of the Dismantling Committee and the Secretariat of the committee has been taken over by the Bureau of Constitutional Affairs.

The Ministerial steering group on Constitutional Affairs consisting of De Jongh-Elhage, Duncan and Finance Minister Ersilia de Lannooy will meet today to discuss among other things the progress of the Dismantling Committee.
